背景
减排量买卖协议和指导文件有利于CDM项目开发方理解出售经核证的减排量的条件。减排量买卖协议已经发展成为一个体现CDM项目开发方和投资方以及CER购买者双方利益的独立的合同。
随着碳市场的成长，越来越多的CDM项目是由没有资源获得专业法律意见的机构来开发的。大部分碳合同——经常被称为减排量购买协议（emission reductions purchase agreements - ERPAs）——非常复杂， 没有附带相关协议条款的说明，并且没有项目开发方的母语版本。ERPAs常包含可能将该ERPA变成一种义务的交付担保，罚款和严格的执行条款。然而这些条款可能比较适合大型项目的开发方，他们可以削弱ERPA的有效性来保障债务融资，并可令中小型项目面临风险。

On April 16th 2008, Inés Manzano-Torres and Thiago Chagas presented the CERSPA Initiative in a workshop organized by the Inter-American Investment Corporation and the Asociación Hondureña de Pequeños Productores de Energía Renovable (AHPPER). The event took place in Tegucigalpa, Honduras, and included an afternoon session on the main carbon contracting issues. Download the presentation in Spanish (683k.ppt)
6 November 2007, FELABAN Annual Assembly, Miami, USA
Charlotte Streck presented the CERSPA at a session hosted by the IIC entitled "Banks and Climate Change, Mainstreaming Carbon Finance in Latin America." She highlighted how the template can support project developers and financial institutions in Latin America. The FELABAN Annual Assembly is the largest gathering of senior Latin American bankers outside the IMF and IDB meetings.

30-31 October, 2007, Baku, Azerbaijan, UNDP Capacity Building Program
Charlotte Streck delivered a two-day training on CDM legal issues in Baku, Azerbaijan, as part of a UNDP capacity building program in the country. Agreements for the sale and purchase of CERs featured as one of the main topics of the course, which also included an explanation of the CERSPA Initiative.

March 19-21, CDMTech 2007, Cartagena, Colombia
On March 19, Inés Manzano-Torres and Charlotte Streck presented the CERSPA Initiative to conference attendees. In addition, Charlotte and Inés gave an introduction to the CERSPA at a training session for project developers on March 21.
